Abstract

This commentary takes as its starting point a recent Deutsche Welle article that characterizes Turkish Cypriots as the European Union’s “invisible Europeans.” It argues that this label reveals a deep gap between formal EU citizenship and practical recognition, and that the roots of this gap lie in the breakdown of the 1960 bi‑communal constitutional order and in the way EU practice since 2004 has treated the Greek Cypriot administration as the sole representative of the island. The commentary suggests that addressing “invisibility” requires returning to the legal foundations of the Cyprus settlement and restoring Turkish Cypriots to their status as a co‑founding community.
